IS-H Preregistration, Error message patient does not exist

Hello,

When creating a new preregistration in IS-H, SAP shows the following error message " Patient does not exist, Message no. N1014"

In our current production, SAP 4.7, when making a new preregistration, we create a new patient if it does not exist.

Then, how can we create a new preregistration in SAP 6.0?
